Thailand’s move towards legalizing casino resorts, or entertainment complexes, is gaining momentum, as the government aims to reap the benefits of this lucrative industry. Deputy finance minister Julapun Amornvivat is pushing for the completion of a plan that would regulate and tax the proposed casinos in the kingdom. He has directed various departments within the ministry to formalize a tax-collection process and hopes to have a concrete proposal ready by mid-October.
Gambling is currently prohibited in Thailand, except for the national lottery and state-run horse races. However, the government has been exploring the possibility of introducing gaming complexes since 2023, under former prime minister Srettha Thavisin. The current prime minister, Paetongtarn Shinawatra, is also showing support for the initiative, following in the footsteps of countries like Japan, which is in the process of developing its first casino in Osaka.
The main goal of legalizing casinos in Thailand is to boost tourism, attract investment, create jobs, and generate revenue that is currently flowing to neighboring countries such as Myanmar and Laos. A recent draft casino bill was overwhelmingly approved by the Thai house of representatives, with projections suggesting a significant increase in tourism revenue and per-trip spending.
While some lawmakers like MP Korrawee Prissananantakul advocate for the government to run its own casinos to ensure that all Thais benefit, Amornvivat believes that the industry should be open to all investors who meet certain criteria. Companies interested in operating casinos in Thailand must be registered in the country with a substantial amount of capital. Major players in the global gaming industry, such as Las Vegas Sands Corporation, Wynn Resorts, and MGM Resorts, have already expressed their interest in entering the Thai market.
The current plan includes establishing up to five casinos in different regions of the kingdom, with specific locations in Bangkok, Chiang Mai, Phuket, and the Eastern Economic Corridor. Industry experts suggest implementing a regional cluster concept to promote competition and maximize the benefits of legalized gambling in Thailand.
As the government moves forward with its plans to legalize casinos, the future of the gaming industry in Thailand looks promising. The potential economic impact of this decision could position the country as a key player in the global casino market and boost Southeast Asia’s economy.
